Application 1: 
Installation of flashing between the underside of windows or doors and the wall construction below them, in exterior walls with cladding assemblies to which Subsection 9.27.3. applies [see Article 9.27.1.1. for application of Subsection 9.27.3.], where the windows and doors do not have self-flashing sills.
Exceptions: 
except as stated in Sentence 9.27.3.8.(6), which applies to openings for windows and doors provided with an integral exterior flange and designed to be installed on the exterior of essentially flat lock-seam metal siding without a head or sill flashing.

Intent
Intent 1: 
To limit the probability of precipitation or meltwater ingress into wall assemblies at the junction between window or door sills and the wall below them.
This is to limit the probability of deterioration, which could lead to compromised structural integrity of exterior walls or elements protected by exterior walls, which could lead to harm to persons.
