Intent 1: 
To limit the probability that a room will contain too many occupants, which could lead to:
  • overcrowding, or
  • insufficient capacity of the means of egress.
This is to limit the probability of delays in evacuation or movement to a safe place in an emergency, which could lead to harm to persons.
