Intent
Intent 1: 
To limit the probability that supervisory staff will be delayed in carrying out emergency procedures in a fire situation, which could lead to delays in the notification of persons or emergency responders, which could lead to delays or ineffectiveness in conducting firefighting operations, evacuation or movement of persons to a safe place, which could lead to harm to persons, including emergency responders.
Intent 2: 
To limit the probability that fire hazards will not be controlled, which could lead to fire or the spread of fire, which could lead to harm to persons.
