Application 1: 
Minimum wall clearances, where the quantity of dangerous goods stored in buildings exceeds the quantities shown in Table 3.2.7.1.
This applies to buildings or parts of buildings used for the short- or long-term indoor storage of the following products, whether raw or waste materials, goods in process, or finished goods:
Exceptions: 
except:
  • where the width of storage is not more than 1.5 m, measured out from the wall,
  • as exempted in Sentence 3.1.1.4.(1), which applies to:
    • the storage and dispensing of Class 2.1 flammable gases at fuel dispensing stations, and
    • facilities operated by manufacturers or distributors [handling or storing more than 1 500 kg, as stated in Appendix A] of Class 2 gases, and
  • as exempted in Sentence 3.2.1.1.(2), which applies to high rack storage warehouses with storage heights greater than 13 m.

Intent
Intent 1: 
To limit the probability that protrusions of the wall surface will damage or puncture containers of dangerous goods, which could lead to the unwanted release of products, which could lead to a fire or explosion, which could lead to harm to persons, including emergency responders.
Intent 2: 
To limit the probability that unsafe storage conditions or leaking containers will go unnoticed, which could lead to the unwanted release of products, which could lead to a fire or explosion, which could lead to harm to persons, including emergency responders.
Intent 3: 
To limit the probability that building occupants or emergency responders will be trapped in a dead-end aisle in a fire situation, which could lead to harm to persons, including emergency responders.
