Intent 1:

To limit the probability that a means to unlock exit doors from exit stairs will not be available to emergency responders in an emergency situation, which could lead to delays in gaining access to floor areas, which could lead to emergency response operations being delayed or ineffective, which could lead to:

• delays in the evacuation or movement of persons to a safe place, which could lead to harm to persons, and
• the spread of fire to other parts of the building, which could lead to harm to persons.
