Intent 1:

To limit the probability of an inadequate resistance to freeze-thaw stresses, de-icing salts, abrasion or traffic, which could lead to the excessive shrinkage, cracking and premature failure of concrete.

This is to limit the probability of:

• uneven concrete floor or step surfaces, which could lead to persons tripping, or
• the failure of supported handrails or guards, which could lead to persons falling.

This is to limit the probability of harm to persons.
