Intent 1:

To limit the probability that the capacity of the soil and rock on which the foundation rests will be exceeded during the seismic design ground motion, which could lead to the excessive displacement of the building, which could lead to:

• structural failure, or
• severe damage to non-structural elements, which could lead to their subsequently falling.

This is to limit the probability of harm to persons.
