Intent 1:

To limit the probability that stairs will be of inadequate width for users to pass one another without difficulty, in buildings where occupant load would not be expected to have implications for required width, which could lead to:

• persons colliding and falling, or
• restricted egress during an emergency, which could lead to delays in the evacuation or movement of persons to a safe place.

This is to limit the probability of harm to persons.
