To limit the probability of a person using a manual wheelchair or other manual mobility assistance device being unable to gain access to a bathtub, shower or water-closet room without the assistance of another person, where hallways serving rooms with a bathtub, shower or water-closet are wide enough to accommodate a wheelchair.
