To exempt certain foundations from the application of Sentence 4.1.8.16.(2) and allow the foundation design to be consistent with a ductility-based force reduction factor of 2 where the foundation and the supported SFRS is allowed to rock, which has been shown to produce lateral displacements comparable with a fixed base elastic case.
