To limit the probability that discharged vapour will be ignited by an ignition source outside the room or space, which could lead to harm to persons.

Intent 2:

To limit the probability that a fire involving vapours will spread outside the room or space and into building openings facing the exhaust air discharge points, which could lead to harm to persons.
