To override the quantity limits calculated in Sentences 4.2.4.2.(2) and (3) and permit more liquids in a building if the liquids are stored in a manner that will limit the probability of their involvement in a fire occurring in the building.
This is to limit the probability of the spread of fire, which could lead to damage to the building.
