Application
Application 1: 
Securing of water-closet stalls or enclosures, in washrooms required by Article 3.8.2.3. to be barrier-free [washrooms in a storey to which a barrier-free path of travel is required in accordance with Article 3.8.2.1.].
This applies to buildings described in Sentence 1.3.3.2.(1) of Division A.
Exceptions: 
except as stated in:
  • Sentence 3.8.2.1.(1), which applies to upper and lower storeys to which a barrier-free path of travel is not provided,
  • Sentence 3.8.2.3.(2), which applies to:
  • Sentence 3.8.2.3.(4), which applies to existing buildings undergoing alterations, and
  • Sentence 3.8.1.1.(1), which applies to:
    • houses, including semi-detached houses, duplexes, triplexes, town houses, row houses and boarding houses,
    • buildings of Group F, Division 1 major occupancy, and
    • buildings that are not intended to be occupied on a daily or full-time basis, including automatic telephone exchanges, pumphouses and substations.
Application 2: 
This also applies to buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9], as stated in Sentence 9.5.2.1.(1).
Exceptions: 
except as stated in Article 9.5.2.3., which applies to apartment buildings.

Intent 1: 
To limit the probability that a person will not be able to secure a water-closet stall or enclosure, which could lead to inconvenience in using the facility.
