Application
Application 1: 
Insulation of pipes for lavatories in washrooms required by Article 3.8.2.3. to be barrier-free [washrooms in a storey to which a barrier-free path of travel is required in accordance with Article 3.8.2.1.].
Application 2: 
This also applies to universal toilet rooms provided primarily for the use of persons of both sexes with physical disabilities, in lieu of facilities for persons with physical disabilities in washrooms used by the general public, in existing buildings where alterations are being made, as stated in Sentence 3.8.2.3.(4) and Clause 3.8.3.12.(1)(c).
This applies to buildings described in Sentence 1.3.3.2.(1) of Division A.
Exceptions: 
except as stated in:
  • Sentence 3.8.2.1.(1), which applies to upper and lower storeys to which a barrier-free path of travel is not provided,
  • Sentence 3.8.2.3.(2), which applies to:
  • Sentence 3.8.1.1.(1), which applies to:
    • houses, including semi-detached houses, duplexes, triplexes, townhouses, row houses, and boarding houses,
    • buildings of Group F, Division 1 major occupancy, and
    • buildings that are not intended to be occupied on a daily or full-time basis, including automatic telephone exchanges, pumphouses and substations.
Application 3: 
This also applies to buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9], as stated in Sentence 9.5.2.1.(1).
Exceptions: 
except as stated in Article 9.5.2.3., which applies to apartment buildings.

Intent
Intent 1: 
To limit the probability that the legs or knees of a person using a manual wheelchair will come into contact with a hot pipe, which could lead to burning or scalding, which could lead to harm to the person.
