Application 1: 
Design of foundations where conditions of permafrost are encountered or proven to exist.
This applies to buildings described in Sentence 1.3.3.2.(1) of Division A and buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A] that are required to be designed to the requirements of Part 4.

Intent
Intent 1: 
To limit the probability that the design of foundations on permafrost will not take into account the seasonal and long-term changes in soil properties and ground displacements as they affect the foundations, which could lead to excessive displacement of the foundation, which could lead to:
  • damage to the building, and
  • excessive distortion of the building, which could impede the intended use and occupancy of the building
Intent 2: 
To facilitate, through qualification of persons especially qualified in foundations on permafrost, the determination of compliance with this requirement.
