Intent
Intent 1:
To limit the probability that the design of foundations on permafrost will not take into account the seasonal and long-term changes in soil properties and ground displacements as they affect the foundations, which could lead to structural failure, which could lead to harm to persons.
Intent 2:
To facilitate, through qualification of persons especially qualified in foundations on permafrost, the determination of compliance with this requirement.
