Intent | Intent 1: To limit the probability that the performance of installed
bituminous materials will fall significantly below expectations with respect
to moisture transfer resistance. This is to limit the
probability of an inadequate resistance to moisture transfer from the ground,
which could lead to the ingress of moisture from the ground, which could lead
to deterioration, which could lead to compromised structural integrity of
elements supported or protected by foundation walls or floors, which could
lead to harm to persons.
