[F03-OP1.1] Applies to air duct distribution systems.
Application
Application 1: 
Installation of linings of ducts near fire dampers, fire stop flaps and other closures, in air duct distribution systems serving heating systems in which the rated heat input does not exceed 120 kW and serving only one dwelling unit, in buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9].
Application 2: 
This also applies to ventilation ducts and their fittings, as stated in Sentence 9.32.3.11.(1).

Intent
Intent 1: 
To limit the probability that duct lining will interfere with the opening or closing of fire dampers, which could lead to an inability to retard the spread of fire and smoke to other parts of the building, which could lead to damage to the building.
