Application
Application 1: 
Dampproofing materials, within the application of the standards listed, installed to provide resistance to moisture transfer from the ground into or through building assemblies, and through interfaces between assemblies, that:
  • are constructed of cast-in-place concrete,
  • have a drainage layer installed between the assembly and the soil to reduce moisture loading, and
  • are not exposed to hydrostatic pressure.
This applies to building materials, components or assemblies and their interfaces described in Sentence 5.1.2.1.(1) that are installed in buildings to which Part 5 applies [see Sentence 1.3.3.2.(1) of Division A for application of Part 5].
Exceptions: 
except as stated in Sentence 5.8.2.1.(2), which applies where a lack of resistance to moisture transfer from the ground will not adversely affect health, safety, the intended use of the building or the operation of building services.

Intent
Intent 1: 
[Clause (a)] To exempt certain designs from the application of the waterproofing requirements of Sentences 5.8.2.2.(2) to (5), on the basis that the designs employ defined alternate methods of controlling the potential for moisture ingress.
Intent 2: 
[Clause (b)] To expand the application of Sentence 5.8.2.2.(2) to allow the use of dampproofing materials for designs that employ defined alternate methods of controlling the potential for moisture ingress.
