Application
Application 1: 
Removal of projections and filling of depressions on the exterior of insulating concrete form walls that are in contact with the ground, where the ground level outside is higher than the ground level inside, in buildings to which Part 9 applies [see Sentence 1.3.3.3.(1) of Division A for application of Part 9].
Exceptions: 
except as stated in:
  • Sentence 9.13.3.1.(1), which applies to foundation walls that are subject to hydrostatic pressure, and
  • Sentence 9.13.4.1.(2), which applies to the control of the infiltration of soil gas in
    • garages
    • unenclosed portions of buildings served by walls or roofs, and
    • buildings located where soil gas is at a sufficiently low concentration as to not constitute a hazard.

Intent
Intent 1: 
To limit the probability of an inadequate substrate, which could lead to discontinuity in the dampproofing, which could lead to an inadequate resistance to moisture transfer from the ground, which could lead to the ingress of moisture from the ground, which could lead to deterioration, which could lead to compromised structural integrity of elements supported or protected by the walls, which could lead to harm to persons.
