Intent | Intent 1: To supersede the requirement stated in Sentence 2.4.9.5.(1) regarding
leaders. This is to limit the probability that hydraulic
load drained to inappropriately sized leaders will lead to a backup or overflow,
which could lead to unsanitary conditions, which could lead to harm to persons.
