Intent
Intent 1: 
To limit the probability that a lack of protection against excessive static pressure in water system piping at fixtures will lead to high-velocity discharge from faucets or fixtures, which could lead to harm to persons.
Intent 2: 
To limit the probability that a lack of protection against excessive static pressure in water system piping at the fixture will lead to the rupturing of plumbing system components, which could lead to harm to persons.
