Sentence 3.2.4.3.(1)

Intent 1:

To limit the probability that an inappropriate type of fire alarm system, other than a single­ or 2­stage system, would be installed in a building, which could lead to inappropriate actions or delays in evacuation or moving to a safe place, which could lead to harm to persons.

Intent 2:

To exempt certain Group B occupancies [in Clause 3.2.4.3.(1)(c)] from the application of Clause 3.2.4.3.(1)(b) which would otherwise require a 2­stage fire alarm system.
