Intent 1:

To limit the probability that difficult access to basements will delay emergency responders' access to the area of fire origin, which could lead to delays in fire emergency response operations, which could lead to:

• delays in the evacuation or movement of persons to a safe place, which could lead to harm to persons, and
• the spread of fire to other parts of the building, which could lead to harm to persons.

Intent 2:

To limit the probability that difficulty in providing basements with adequate exhaust ventilation will lead to the accumulation of solids, liquids, gases or dusts to ignitable concentrations in low areas of a building, which could lead to a fire or explosion, which could lead to harm to persons.
