Intent 1:
To supersede the requirements of Sentence 3.4.6.6.(2) and require a greater minimum height for guards
for exterior exit stairs and landings that are more than 10
m above ground level, on the basis that additional protection
from falling over the guards is warranted.
This
is to limit the probability that:
- persons using exit ramps and landings will fall over
a guard from a higher level to a lower level, which could lead to
harm to persons, and
- the absence of a high guard for exit ramps and landings
will impede its use during an emergency situation, which could lead
to lead to delays in the evacuation or movement of persons to a safe
place, which could lead to harm to persons.
