Intent 1:

To limit the probability that a person using a manual wheelchair or other manual mobility assistance device will be unable to access and use:

• a water closet, which could lead to unsanitary conditions, which could lead to harm to persons, and
• a lavatory, which could lead to an inability to maintain personal hygiene, which could lead to harm to persons.

Intent 2:

To limit the probability that the only barrier-free washroom facilities will be located in single sex washrooms, which could lead to the inability of a caregiver of the opposite sex to provide assistance to a person using a manual wheelchair or other manual mobility assistance device who needs to use a washroom, which could lead to unsanitary conditions, which could lead to harm to persons.
