To limit the probability that an explosion or rapidly developing fire originating in an assembly Division 1 or 3 occupancy, care, treatment, or detention occupancy, storage garage, or medium- or low-hazard industrial occupancy will lead to harm to persons in a residential suite.
To limit the overall fire load in the building by limiting assembly Division 2 or mercantile occupancies to the lower storeys in order to limit the probability that an explosion or rapidly developing fire originating in these occupancies will lead to harm to persons in a residential suite.
