To limit the probability of discontinuous roofing membranes, which could lead to water penetrating the interface of the gravel stop and the roof deck, which could lead to:

• leakage into the roof assembly, or
• water accumulating and penetrating exterior walls.

This is to limit the probability of deterioration, which could lead to the structural failure of roofs or assemblies protected by roofs, which could lead to harm to persons.
