Intent 1:

To limit the probability that the design elastic base shear used for the design of buildings for earthquake, as obtained from a Linear Dynamic Analysis, will not take into account:

• the inelastic response of the structure, or
• the level of reliability appropriate for the use and occupancy.

This is to limit the probability of structural failure, which could lead to harm to persons.
