To limit the probability that the design of elements supporting a discontinuous column, wall or braced frame will not be based on the capacity of the discontinuous element, which could lead to yielding in the discontinuity, which could lead to a sudden brittle failure, which could lead to:

• damage to the building, or
• damage to the building, which could impede the intended use and occupancy of the building.
