To limit the probability that there will be insufficient space along the rows of seats to move easily to aisles while persons are evacuating or moving to a safe place in an emergency situation, which could lead to delays in the evacuation or movement of persons to a safe place, which could lead to harm to persons.

Intent 3:

To limit the requirements of NFPA 101 provisions 12.2.5.5.2., 12.2.5.5.4.1., and 12.2.5.5.5.1., which could otherwise permit the minimum clear width of aisle accessways to be less than 400 mm.
