To limit the probability that handrails will be
too high or too low for convenient use by the majority of stair, aisle,
and ramp users, which could lead to an:
- inadequate aid to balance or an inadequate means of
arresting falls, which could lead to falls, which could lead to harm
to persons, and
- inadequate aid to balance or an inadequate means of
arresting falls in an emergency situation, which could lead to delays
in the evacuation or movement of persons to a safe place, which could
lead to harm to persons.
