Intent

Intent 1:

To limit the probability that the effective thermal resistance of opaque building assemblies will be incorrectly calculated or tested, which could lead to the use of opaque building assemblies with inadequate thermal characteristics, which could lead to excessive thermal transfer through the building envelope, which could lead to excessive use of energy for heating and cooling, which could lead to an unacceptable effect on the environment.

Intent 2:

To limit the probability that the testing of the effective thermal resistance of opaque building assemblies will fall significantly below expectations, which could lead to inconsistent thermal characteristics of assemblies, which could lead to the use of building assemblies with inadequate thermal performance, which could lead to excessive thermal transfer through the building envelope, which could lead to excessive use of energy for heating and cooling, which could lead to an unacceptable effect on the environment.

Intent 3:

[Clause 9.36.2.2.(4)(b)] To limit the probability that the testing of the thermal characteristics of opaque building assemblies will be carried out at different temperatures, which could lead to inconsistent and incomparable results, which could lead to the use of opaque building assemblies with inadequate thermal characteristics, which could lead to excessive thermal transfer through the building envelope, which could lead to excessive use of energy for heating and cooling, which could lead to an unacceptable effect on the environment.
