To limit the probability that an explosion or rapidly developing fire originating in an assembly Division 1 or 3 occupancy, care, treatment, or detention occupancy, or high-hazard industrial occupancy will lead to harm to persons in a business or personal services suite.
To limit the overall fire load in the building by limiting assembly Division 2, mercantile, or medium- or low-hazard industrial occupancies to the lower storeys in order to limit the probability that an explosion or rapidly developing fire originating in these occupancies will lead to harm to persons in a business or personal services suite.
