To limit the probability that

• testing for sensible heat-recovery efficiency of heat-recovery systems will be performed under conditions that do not reflect the operating conditions of the HRV, or
• HRVs whose ratings do not reflect actual operating conditions will be selected.

This is to limit the probability that the performance of heat-recovery ventilators will fall significantly below expectations, which could lead to the unnecessary rejection of reusable waste energy, which could lead to unnecessary consumption of energy for heating, which could lead to excessive use of energy, which could lead to an unacceptable effect on the environment.
