To limit the probability that emergency responders will not be able to [manually] start, or will be delayed in [manually] starting, an emergency power system and to switch on essential loads when there is a failure of the system to start automatically in a fire situation, which could lead to the inability of the emergency power systems to supply fire protection systems, which could lead to the inability of water supply and fire protection systems [that rely on booster or fire pumps, or electrical power] to control or suppress a fire, which could lead to the spread of fire, which could lead to damage to adjacent buildings or facilities.
To supersede the requirements of Sentence 6.5.1.1.(1).
