Application
Application 1: 
Recirculation or return to the building of air from dust collectors referred to in Article 5.3.1.3. that have a capacity greater than 0.5 m3/s.
This applies to buildings or parts of buildings where combustible dusts are produced in quantities or concentrations that create an explosion or fire hazard.
Application 2: 
This also applies to dry powder spray coating operations covered in Sentence 5.4.5.2.(1).

Intent
Intent 1: 
[Clause (a)] To limit the probability that dust will return into the atmosphere of the building, which could lead to an ignitable or hazardous accumulation of dust, which could lead to a fire or explosion, which could lead to harm to persons.
Intent 2: 
[Clause (b)] To limit the probability that a fire or explosion inside a dust collector will spread beyond the dust collector and inside the building, which could lead to harm to persons.
Intent 3: 
To permit exhaust air to return to the building if measures are taken that would limit the probability that ignitable concentrations of dusts will return into the building, which could lead to a fire or explosion in the dust collecting system, which could lead to harm to persons.
