Intent 1:

To limit the probability of delays in the evacuation or movement of persons to a safe place from basements and from rooms containing building services in a fire situation involving the hazardous activity, which could lead to harm to persons in basements and in rooms containing building services.

Intent 2:

To limit the probability of the migration of dangerous products of combustion into common means of egress when emergency responders must keep doors open [to run hoses, etc.], which could lead to:

• delays in the evacuation or movement of persons to a safe place, which could lead to harm to persons, and
• the spread of fire to other parts of the building, which could lead to harm to persons.
